Negotiating with Indians

Feel free to jump on me for being racist or culturist or whatever... I have noticed that in many of my dealings with people who are, at least culturally Indian (as in India not Native American) that we finish a conversation with smiles and nods on both sides. I interpret this to mean we are in agreement and action will be taken according to that agreement. But no, what it seems to mean is I don't really understand you so I'll just continue as before with no reference to this conversation.

If I am not dealing with a skewed subset of their billion plus people, how did they build a culture based on a process like that?
